One of his biggest accomplishments was the passage of the Pendleton Act of 1883 which dictated that government job appointments be merit based. This was a surprise to many as his rise to power came through machine politics. He also tried to lower tariffs. He vetoed the Chinese Exclusion Act of 1882 but was overridden by Congress. He also pushed to modernize the Navy.
