In the text it says “The world is made up of two classes-the hunters and the huntees. Luckily, you and i are hunters” (p.g 40) This quote demonstrates that Rainsford divides the world into hunters (those who are civilized) and the huntees (those who are not civilized and therefore are not superior). Another reason Rainsford considers himself civilized is because before he met Zaroff and ended up on the island, he was on a yacht. Which shows that he's pretty civilized because only upper class people can afford yachts.
To summarize Zaroff considers himself civilized, Rainsford considers Zaroff civilized, and Rainsford considers himself civilized. So basically they both consider themselves civilized, but only one considers the other civilized. I myself would only consider Rainsford
