A CONSTRUCTIVE RESERVATION POLICY
Need for a constructive reservation policy for a better civil services examination

It all started with the bitter seeds sown by “minto merely “reforms of 1909, when a separate electorate was given to Muslims for the first time. Where by only Muslims can be elected as representative for Muslim population. Later this was extended to Christians, Sikhs, and other minority groups in 1919 through montegue-chemlsford reforms. This is to divide the well knitted communities and rule them when in chaos. Mahatma Gandhi categorically criticized this and against such community based representation. He went on hunger strike and past unto death at yerravada jail in pune .mahatma knows what disaster lies ahead with such community based representation.
Dr.B.R.Ambedkar who later on became the father of our Indian constitution had favored such discrimination based on community basis and supported the separated electorate for different communities. Where by now Sikhs can elected only Sikhs, Christians only Christians and Muslims among Muslims. But the hunger strike by Gandhi made Ambedkar to realize the disaster ahead. As a compromise, he seek certain “quota” are to be reserved for the minorities and down trodden in the legislatures. This is a giant leap for downtrodden communities’ people, where by now their aspirations are also considered in the nation making. This agreement between Gandhi and Ambedkar is famously termed as the “pune pact”.
When India became independent in 1947 Aug. 15, the responsibility of constitution making was given to the drafting committee headed by Dr.B.R.Ambedkar. This time the reservations became more explicit by providing provisions in the constitution .Ambedkar urged for the time bound implementation and to dilute thereafter .but our political class is eating grass to get into power, so it’s extending the reservation there by every 10 years. Recently in 2010 the government of the day extended the reservation for 10 more years.is it a shame on the

Chapter three in Reservation Blues brought about some very interesting dialogue between Thomas and his new acquaintance: Chess. Invited to the Flathead Reservation to play at the Tipi Pole Tavern, Coyote Springs gave a drunken performance on stage. During the last length of their show, Thomas pulled Chess up on stage in a duet-serenade kind of thing. After Chess, and her sister Checkers, aided the three in putting their gear away, Thomas and Chess began to converse. I found the dialogue between them intriguing for two reasons. First is that Chess and Thomas, although both Native Americans, clearly have different vocabulary unknown to the other. This can be seen when Chess is talking about Junior being a good catch for a woman. Chess says to…

India is in the centre of a very serious conflict in the world today. It is a very diverse place composed of people from many different religious backgrounds that come from many different regions. Two of the country’s main religions, Muslim and Hindu, have been fighting for hundreds of years for many different reasons. Their feelings of hatred and mistrust for each other are embedded in their memories and will not be forgotten easily. The worst part is there seems to be no initial plan for compromise between the two groups. Though there are many reasons for this conflict, only a few will be touched on. Those that will be touched on are the Islamic attacks on Indian Parliament, the anti-Muslim textbooks, and the Deganga Riots. These are all recent examples of the feud between these two religions and how they are not letting the past go. The Muslim-Hindu relationship is declining and there is no sign of letting up in the near future.…

The question of religion, caste and race was a fundamental category of classification in the Indian census and it was published without any restraint (Bhagat, 4352). In a country as religiously diverse as India there were no clear boundaries between the communities. The social ignorance of these “fuzzy” communities was disrupted by the census. From my readings of Bhagat, the primary argument of my essay is that the 'fuzzy ' communities had been turned into enumerated communities and further into political communities by the ‘divide et impera’ rule of the colonialist power which eventually constructed communal divisions in India (Bhagat, 4353).…

On 11 July 2013, the Allahabad High Court had passed a verdict that there will be no caste-based rallies on the grounds that it disturbs social harmony and violates the constitutional spirit. It was based on a PIL with reference to case no Misc, bench no 5889 of 2013. The main grievance in the appeal was that many political parties had organized caste based rallies and had also decided to hold them in near future. It had also questioned the election commission 's failure to stop the parties to influence the voters on the basis of ‘caste’ and ‘religion’. Further the petitioner had also referred to some cases which involved breach of fundamental rights by majority groups who had the support of political parties. The petitioner also said that such caste-based rallies create enmity among castes and promote caste discrimination. The Centre, state government, ECI, Congress, BJP, SP and BSP have been made respondents in the PIL.1…

Dr. Ambedkar strongly advocated the concept of constitutional morality as an adjunct for true nationalism which cannot merely blossom with self- governance based on universal adult suffrage but requires the governing class to overcome their internal limitations of traditions, outlook, vested interests and social philosophy-to cater effectively to the social and economic needs of the depressed classes. In the Indian context, this means taking greater care of backward classes such as Scheduled Castes and Tribes as well as Women-by enhancing their Economic opportunities. And our constitution has…

The shocking events and the miseries of the migrants did not end here. The sad and dismal memories of their past haunted them. Instead of fraternity, communal hatred and bias lurked in their minds. India's secularism, could not wash this hatred, anguish and insecurity. Many strange issues confronted the country – looking after the newly acquired land, rehabilitation of the refugees, decline in political and human values, assassination of Mahatma Gandhi, rise of religionalism and the linguistic problems threatened and challenged the national unity and integrity. If reservations policy is accepted as an instrument of development and empowerment, this Bill translates that policy in to law. For those opposing the reservation as a policy, this may not be acceptable. But taking into account the acceptability the policy secured in number of Supreme Court judgments and enactments by Central and State Legislatures, the reservation policy, which started as a temporary phenomenon has come to stay as part of our equality…
