A Study on the Abolition of the Pork Barrel
A study on the abolition of the Pork barrel

I. Introduction

The issue on the Pork Barrel has been the subject of conversations for quite a period of time. Countless comments, startling news reports and interviews were heard and seen by the people of the Philippines.

Pork Barrel is the system used in the Philippines to allocate funds coming from the taxpayers’ money for the betterment of the country. The funds are distributed to various sectors for soft projects such as educational scholarships and livelihood programs as well as for hard projects like the widening of roads and building of bridges. PDAF also known as Priority Development Assistance Fund on the other hand is an incarnation of the Pork Barrel. The Priority Development Assistance Fund scam that took more than 10 billion pesos of the taxpayers’ money boomed sometime on July 2013 which is believed to have been masterminded by the now infamous Janet Lim Napoles led to the abolition of the pork barrel system in the Philippines.

According to Monsod (2013), the pork barrel system in the Philippines is an institutionalized corruption and a grand conspiracy to steal the taxpayers’ money that continues to flourish in spite of the fact that its costs are much greater than its benefits.

This study states the ideas and opinions of some professionals regarding the abolition of the Pork Barrel in the Philippines.

Surveys in the form of questionnaires were distributed to five professionals from different fields of work to answer and give their ideas and opinions regarding the abolition of the Pork Barrel system in the Philippines.

Modernization of the PNP is necessary to cope up with the rapid urbanization in Metro Manila that poses a lot of insecurities for the people. And part of this modernization covers the purchase of the R44 Raven choppers, which now becomes anomalous because they were sold at a brand new price when ,in fact, they were used for private purposes of the Arroyos. Upon the return of the fugitive Sen. Lacson, who once served in PNP during the Estrada Administration, the issue is further intensified because records are presented and discussed. Now that the PNP got involved in many issues and controversies, the trust of the Filipino people loses their trust to the ones who should be protecting them, to the ones who should be fighting crime like corruption, to the ones who should serve as a model of an upright man who never inclines to the worldly pleasures exposed to them while executing the public office.…

"We will finish the investigation first and check if there are loopholes that can still be closed," Pres. Aquino said to Makki Polido on his interview in Greater Manila Area (GMA7). The action of PNoy doesn’t mean the pork is totally abolished.
