In 2012, ASEAN member countries approved the Agreement on the Movement of Natural Persons (MNP).The member nations are going to increase the mobility of labour within the ASEAN region by easing the visas procedure and employment permissions for professionals and skilled labour. The free flow of skilled labour refers to mobility of natural persons who can supply specific skills needed in another country.
In December 2015 in Thailand will start a free flow labour with the other ASEAN member countries. The ten nations of ASEAN have prepared the Mutual Recognition Arrangements (MRA), which specify the basic qualifications for seven groups of professionals to work freely in each other’s countries. These groups are
Engineering Services,
Architectural Services,
Surveying Qualifications,
Medical Practitioners,
Dental Practitioners,
Nursing Services and
Accountancy Services.
According to MRA, if service providers have been certified for their professional qualifications by an organization in their own country, they will be approved in the other ASEAN countries as well.
The Free Flow of Labour shall be for skilled labourers and professionals only. It excludes unskilled labourers. The government excluded non Thais from 39 occupations reserved for Thai nationals which include civil engineering and legal services.
