GOVERNMENT & POLITICS
AS/Advanced
SUMMER 2013

INTRODUCTION
The marking schemes which follow were those used by WJEC for the Summer 2013 examination in GCE GOVERNMENT & POLITICS. They were finalised after detailed discussion at examiners' conferences by all the examiners involved in the assessment. The conferences were held shortly after the papers were taken so that reference could be made to the full range of candidates' responses, with photocopied scripts forming the basis of discussion. The aim of the conferences was to ensure that the marking schemes were interpreted and applied in the same way by all examiners.
It is hoped that this information will be of assistance to centres but it is recognised at the same time that, without the benefit of participation in the examiners' conferences, teachers may have different views on certain matters of detail or interpretation.
WJEC regrets that it cannot enter into any discussion or correspondence about these marking schemes.

    The Sangguniang Kabataan is the council created for the representation of the youth sector in the public and civic affairs of the government. It serves the purpose of enhancing the social well being of the youth and preparing them for the future leadership. According to Book III title 1 Section 423 of Republic Act 7160 or the “Local Government Code of 1991”, the Sangguniang Kabataan shall be composed of a chairman, and 7 members. Also, the Sangguniang kabataan (SK) chairman shall serve as an ex-officio member of the barangay council where he will be the chairman of the youth and sports development council. He shall also enjoy the same privileges as the regular sangguniang barangay member.1Each barangay shall have a Sangguniang Kabataan council and all of the SK chairmen within the same Municipality/City will elect among them the SK federation officials for the said Municipality/City. The presidents of the Municipal/City SK federation presidents from the province where they are located will elect among themselves the provincial president. The elected President or Vice President shall serve as the Ex-officio member of the Council, as the case may be, without the need of further appointment.2 In view of the funds allocated to the SK council, the Local Government Code provided that 10% of the endowment allotted to the barangay council shall be set aside for the Sangguniang Kabataan.3 In line with this, issues of corruption were thrown against the existence of this council.
