Constitution of the University of Central Oklahoma Chapter Of The Student Council for Exceptional Children

Article I – Name
This organization shall be called the University of Central Oklahoma Student Council for Exceptional Children.

Article II- Purpose
Section I- The purpose of this organization shall be to function as a chapter of The Council for Exceptional Children (CEC), which is a state, national, and international organization.
The assigned chapter number is 553.
Section II- The Council for Exceptional Children (CEC) is the standard bearer of the Special Education profession.
Section III- CEC’s mission is to advance the education of individuals with exceptionalities and to improve the practices and resources of persons working on behalf of individuals with exceptionalities throughout the world.

Article III- Membership
Section I- Membership
Membership will be based on the following:
• Payment of national and local chapter dues
• Attendance of 2 out of 4 chapter meetings per semester
• Participation in at least one Special Event per semester
• Those who have met the above will be considered full members and eligible to vote on business presented

Section II- Sponsors
Sponsors shall consist of at least one faculty member who holds membership in CEC and agree to serve the UCO chapter. One sponsor must be present at teach function held by the organization. One sponsor must hold tenure at the University.

Article IV- Officers

Section I- President
The President shall preside over all meetings and call such meetings as he/she deems necessary/ Duties shall include general supervision over the activities and welfare of the association and communication with officers and sponsors. The President shall stimulate a professional attitude and cooperative spirit among members. In addition to chapter duties, the President shall be eligible to participate in meetings of the UCO President’s Club, a campus communication organization that provides the opportunity to meet other campus leaders.

Section II- Vice President
The Vice President shall preside in the absence of the President and assist in the fulfillment of his/her duties. He/she shall plan and coordinate all club programs during his/her term of office.

Section III- Secretary The Secretary shall keep the official record of the proceedings of each regular meeting and shall review contents with the membership at the following meeting. He/she shall work closely with the Publicity Chairperson in various recordings of club goals and activities for publicity purposes. The Secretary shall handle any official correspondence. The Secretary will also serve as the Official UCOSA representative.

Section IV- Treasurer The Treasurer shall keep all financial records and present a summary of monthly transactions at regular meetings. Monies collected and dispersed for the organization shall be deposited and handled through the UCO Finance Office. The Treasurer shall assist in the planning and coordinating of the fund-raising project(s).

Section V- Publicity Chairperson The Publicity Chairperson shall register scheduling applications in the Student Activities Office for approval of meetings and activities, a least 7 days in advance. He/she shall post notices of club meetings in campus building upon approval of sponsor and Director of Student Activities. The publicity Chairperson shall submit chapter information to the campus newspaper, yearbook office, and other CEC Chapters, with the approval of club sponsor.

Section VI- Coordinator(s)
The coordinators shall plan and coordinate and delegate club project and events as needed.

Section VII- Officer Election Election of officers is conducted during the scheduled organization meeting held in April or the following September. Officer replacement is accomplished through nomination and vote of the membership.

Article V – Rules
Section I- The organization agrees to abide by the rules and regulations of The Council for Exceptional Children.

Section II- The organization agrees to abide by the rules and regulations concerning UCO Organizations, as stated in the Student Handbook.

Section III-
A quorum shall equal more than fifty-one percent of the total membership. To participate in voting, one must be a member in good standing.

Article VI- Amendments
Section I- All proposed amendments to the constitution must be presented to the membership in a regular meeting and publicized for at least two weeks before the vote is taken. An amendment must receive a two-thirds vote of the entire membership. The amendment must be submitted in writing and approved by the Vice President of Student Services before becoming effective.

This Constitution was revised the 14th day of November 2013.
