There is one main reason that has to do with why Uranus and Neptune are bluer than Jupiter and Saturn. It has to do with the composition of their respective atmospheres. Uranus and Neptune both have atmospheres that contain high concentrations of methane, as the book states. Jupiter and Saturn have atmospheres that have major parts of mostly hydrogen and helium, without the methane.
