Had he not chosen this path‚ there would have been no civilian casualties. But I can also see where he was coming from. He wanted to save American lives. Truman believed he was doing the right thing. He had to make a decision based on what had happened. He was trying to gain a victory in the pacific by getting the Japanese to surrender. His option was that or the ‘or else’
