Since the post war reform, the United States Intelligence community has bettered the problems. The many reason the impediments to strategic intelligence analysis has persisted for so long is that “victims sometimes recognize escalating indicators of attack yet still wait too long before mobilizing because they expect the enemy to play out more diplomatic moves before striking”. 4 Waiting on diplomatic pressures to resolve a potential attack prior to it accruing will continue to be a failure, as well as missing the warning indicators.
