Often children were orphans, and they lived on the streets. But orphans were not the only children on the streets; children that came from abusive families, alcoholics and neglect were also on the streets. A lot of children even chose the streets. Many children would commit crimes such as stealing to make it out on the streets and others worked jobs.
The Children's Rights' Act did not come about until Queen Victoria died in 1901. Begining in the 1830s, the law passed a variety of new laws aimed at protecting the well being of children.
