Logos could be applied in the sense that there are real short and long-term effects from binge-drinking. However, a disadvantage of this appeal is it is easy for students to think that facts don't apply to them and that somehow they’re an exception to these consequences.

Logos would be the best appeal for the city council. Expressing that they need to up the budget for road maintenance and listing a few factual consequences such as waiting to fix the road would end in it costing them more then if they fixed it now and finding some numbers for the city that relayed the trueness of this situation would have the most effect on this audience.
Ethos has probably the least relevance because their isn’t a lot of credibility to be created in a letter encouraging the city council. Again, an advantage could be to use ethos to turn the situation around on them to make them question their ethics/character and bring morals into the matter.
