Background
Following World War II, the United States entered into a Cold War with Russia. To win the Cold War, the United States had to develop sophisticated weapons systems with such destructive power that any aggressor knew that the retaliatory capability of the United States could and would inflict vast destruction.
Hundreds of millions of dollars were committed to ideas concerning technology that had not been developed yet. Aerospace and defense contractors were growing without bounds, thanks to cost-plus-percentage-of-cost contract awards. Speed and technological capability were judged to be significantly more important than cost. To make matters worse, contracts were often awarded to the second or third most qualified bidder for the sole purpose of maintaining competition and maximizing the total number of defense contractors.
Contract Award
During this period Altex Corporation was elated when it learned that it had just been awarded the R&D phase of the Advanced Tactical Missile program (ATMP). The terms of the contract specified that Altex had to submit to the Army, within 60 days after contract award, a formal project plan for the two-year ATMP effort. Although the WWII had ended, Americans now have to worry about another war, the Cold War. Americans had worried about the war in Europe against the Germans, but now they had to go against one of their allies during the war (the trust was very weak between the United States and Soviet Union which made the alliance very weak overall). Americans now feared for a frontal assault from the Soviets. After WWII, the Soviets (under Stalin's command) had made advances in their military and were standing toe to toe with the United States in military power. The problem of Massive Retaliation came from the idea that the Soviet Union had the technology to send missiles directly towards the United States (U.S. New and World Report E). Missiles now had the power to be launched for long distances and explode at an enemy country. This brought up fear amongst the Americans because not only were they behind in military technology, but they had the ability to blow up a part of America from a long distance away. In a response to this,…

Another “weapon” used to fight the Cold War was political alliances. The U.S. was allied with France and the U.K. In order to keep these countries from falling to communism, the U.S. lent them money for rebuilding their economy (Doc. A). In addition, the U.S. also made alliances with Norway, Denmark, the Netherlands, Belgium, the Republic of Germany, Italy, Spain, Turkey, and Greece. These democracies formed a treaty called NATO (North Atlantic Treaty Organisation) (Doc. D). The U.S. helped several European democracies, especially the U.K. and France, to rebuild their countries after WWⅡ. The democratic alliance, NATO, agreed that if one of them was under attack, then the other countries would help them. But unfortunately, the Soviet Union…

The Cold war saw the introduction of new material and the drastic change in technology. There were monumental differences between this war and the second World War. The main difference was the use of technology and a host of different weaponry. It was a period of time in which technological developments symbolized power- a great amount of power. The cold war was a war of sour treatment between the US and the USSR; the Western Bloc and the Eastern Bloc respectively. Both nations were aware of the increase of the use of weapons and used that to determine the nation's’ destructive power. It was at this time that innovation occurred and today we enjoy the great benefit of these technological advancements, despite the human and political costs…

A good analogy of the relationship between the military and the government concerning finances is similar to siblings fighting for money from their parents. One sibling may want an action figure, while the other desires a video game. The parent is then left trying to decide which child will get their way. For years, the government has basically let each branch get their way, at least where aircraft are concerned. With defense budget cutbacks on the increase, ideas have started to arise regarding the development of one aircraft for all to share. The problem concerning the individual development of an aircraft for each branch is the huge costs associated with it. The Marines could require more than 350 new aircraft to replace its current…
