Abstract
Modernization of the PNP is necessary to cope up with the rapid urbanization in Metro Manila that poses a lot of insecurities for the people. And part of this modernization covers the purchase of the R44 Raven choppers, which now becomes anomalous because they were sold at a brand new price when ,in fact, they were used for private purposes of the Arroyos. Upon the return of the fugitive Sen. Lacson, who once served in PNP during the Estrada Administration, the issue is further intensified because records are presented and discussed. Now that the PNP got involved in many issues and controversies, the trust of the Filipino people loses their trust to the ones who should be protecting them, to the ones who should be fighting crime like corruption, to the ones who should serve as a model of an upright man who never inclines to the worldly pleasures exposed to them while executing the public office.
Introduction The Philippine National Police (PNP) is the citizens’ arm against crime and instability. But in the last three years, PNP has been involved in many issues and controversies: the anomalous purchase of Light Operational Choppers; the controversial Ballot Switching at Batasang Pambansa; and the involvement of different police officials in rape and hazing cases. This term paper aims to answer the following problems: (1) Are the choppers overpriced? ; (2) How come anomalous transactions have been made despite of the strict procedures being implemented? ; (3) And, who should be taking the responsibility on such transactions? This term paper will be a helpful tool for students engaged in investigative journalism.
