Corruption is defined by Transparency International (“TI”), the leading international NGO in fighting corruption, as “the behavior of persons who misuse position, power, or intention to violate the law for personal gains.
The Anti- corruption Law of Vietnam (Clause 2, Article 1) states: Corruption is the behavior of individuals with status and power who take advantage of their position to commit actions against the law in their own interests).
Although there are several conventions dealing with corruption and bribery, however, there is no single globally accepted definition of corruption and bribery. Thus, there are many definitions of corruption in the world. It depends on the understanding of each country or organization. In general, corruption means any abuse of a position of trust in order to gain an undue advantage. This involves the conduct of both sides: that of the person who abuses his position of trust as well as that of the person who seeks to gain an undue advantage by this abuse.
