According to Henry Kempe’s 1962 article in the Journal of the American Medical Association on “battered child syndrome”. Along with that there was a lot of interest that was shown regarding child abuse in the 1960s that can go back and relate to another article that was written in 1946 by John Caffey, who was a pediatric radiologist. His article consisted of “six children who exhibit subdural hematomas and fractures of the arms and legs. Even though Caffey never openly wrote about how the children had been tortured and abused, he did slightly give out hints towards the notion. After the publishing of the “Kempe and colleagues” article there was a drastic change that occurred in the society and the country encountered with legislators and members of congress with the reporting laws for child abuse. In the 1950s and 1960s, child protection services were not government related, not only that there wasn’t any sort of medical or legality help for the child
