In this first stage of managed care, businesses have depended on moving workers from indemnity plans to more affordable plans as their essential technique for controlling the expenses of health care (Sekhri, 2000). Health care facilities such as hospitals have less adaptability, but occasionally the market enables them to consult and negotiate with Managed Care Organizations on better repayment plans. Individual payments for health care services received have undergone many changes over the past one hundred and fifty years in this country. For many years a fee for service system was in place. This was acceptable at the time because costs were low. However, as costs began to rise, changes in the system occurred as well. Private insurance companies started to form in the 1920s to help consumers afford medical care when needed. Through several evolutions over the years and due to increased costs of medical care, we saw new market oriented public policy initiatives starting to form by the 1980s. In 1970 health care spending represented 7% of the national income, but by 1993 it grew to 13.4% (White, 2004). Health care costs were starting to get out of hand and something needed to be done to address it. "In the public sector, important initiatives included the introduction of the Medicare Prospective Payment System, a range of state reform efforts, and the Clinton administration 's health reform initiative. At the same time, private insurers introduced changes that set in motion a fundamental restructuring of relationships in the health care market place, ultimately giving rise to managed care" (White, 2004). This paper will discuss the rationale, effectiveness, strengths, and weaknesses behind this relatively young reimbursement payment system called managed care.…

Emanuel (2008) believes that the care that is received in a single-payer plan is much poorer than most people realize (p. 567). It is not uncommon for many of the services to be harmful or un-beneficial. Doctors are going to want to do the bare minimum amount of care in order to save money. With a lot of conditions there are not set numbers with how many doctor visits are necessary. Even though a patient may require multiple visits to the hospital, they may only have. This will also keep costs down and patients will not even know they are receiving less efficient care. According to Emanuel (2008), the system is established for acute care and the need is for chronic care (p.567). This shows that by changing the system people may not receive the amount of care necessary.…

The changes are meant to ensure that the costs, quality, as well as the accessibility, are maintained with parameters that the ordinary American can enjoy the services. The Medicare prescription drug improvement and modernization act creates the citizen’s health care working group. The group is supposed to engage the public in a debate in relation to the choices that the public desire to be covered, the health cover they want as well as the modes of paying for the coverage. The concept of health care that people desire entail being more secure, transparent, stable as well as being easy to navigate (Association, 2012). Thus, the duty of the policy makers should be in the fixing of the healthcare to make it more accessible, affordable as well as able to offer quality services to the American…
