Tourism is an important, even vital, source of income for many countries. Its importance was recognized in the Manila Declaration on World Tourism of
1980 as "an activity essential to the life of nations because of its direct effects on the social, cultural, educational, and economic sectors of national societies and on their international relations." According to the expectations of some scholars, the world economy in the current century will soon be led by the three service industries, namely “communications, information technology and tourism industry”. Tourism has thus become important part of all kind of industry. Iraq possesses multiple elements of tourism attraction, among which ancient civilizations, holy, places for all religions in the world and the nature of the mountains and rivers stretching from north to south across Iraq. Despite these advantages, its share within the world tourism is still below its potential, because the tourism sector in Iraq faces many restrictions, notably concerning the overall security situation, failure in adopting policies and lack of investment in infrastructure and basic services. These compelling issues need careful and long-term analysis so the development of the tourism sector could finally become an integrated and productive part in the process of economic development.

Iraq government should pay more attention on tourism. Iraq possesses multiple elements of tourism attraction, it will bring Iraq large amount of income. Tourism become biggest third industry after World War II, Its importance was recognized in the Manila Declaration on World Tourism of
1980 as "an activity essential to the life of nations because of its direct effects on the social, cultural, educational, and economic sectors of national societies and on their international relations."[1] Even though Iraq government
