Consider that you are a PM Consultant contemplating a project to “fix the CPS system in Dallas,” more specifically, the high turnover rate of CPS caseworkers and investigators.
1. Who are the stakeholders? The main stakeholders in this case are the children. They are the ones depending on improvements in the CPS to keep them safe and protected. Another set of stakeholders are the families, both biological and foster. Unsafe households need to be investigated and family members need to get the help they need, whether counseling, rehab, or other support. Foster parents should be investigated and approved in advance so they are ready to house any children and have the training and resources to care for them. The community as a group is a stakeholder

SWOT: what are two strengths and weaknesses of CPS?
One strength of CPS is their desire and hard work in protecting and keeping children safe. They investigate possible unsafe situations and take cases seriously. Even with the large increase in deaths, they save many other children and help move them to a better place.
Second is the fact that they have a strong team who are aware they of the need to and want to make improvements. There are lawmakers, agency officials, associations, and other powerful people with the ability to make a difference. The agency is able to make changes in CPS policies and create practices to make a better environment for workers.
From the article, it shows a weakness of the CPS is their struggle to manage the high volume of allegations and the loss of senior regional administrators. Along with those problems are other concerns in the department such as high job stress, safety concerns in investigations, high caseloads, poor supervisors, and low pay. For the CPS critical path elements would include acknowledging the problems causing high turnover and beginning to address them. The complaints are stress, safety concerns, heavy workloads, poor supervisors, and low pay. Addressing one may help in addressing others, so discovering which is the highest priority is the first step. Some may be worked on simultaneously, but be completed before the next step is tackled. Once various complaints are addressed the department can focus on their recruitment and filling positions. If they do this before addressing complaints, then turnover will continue to be
