Many in the leadership position have years of experience in procurement and they already know when some activities just don’t pass the smell tests. Some of the indictments being pursued by the government against the defendants are violations outlined in the Procurement Integrity Act (PIA).
The Electronic Code of Federal Regulations (2014, July 8) states, “The Procurement
Integrity Act prohibits the release of source selection and contractor bid or proposal information.
Also, a former employee who served in certain positions on a procurement action or contract in excess of $10 million is barred for one year from receiving compensation as an employee or consultant from that contractor.”
The Colonel was acting on behalf of Ft. Gordon and the U.S. Government as the procurement officer and seems to have disclosed contract information before an award of the contract pertaining to modernizing communications on the post.

Conclusion The indictments against the defendants clearly show the government ethics policies
defined by FAR Part 3 and the Procurement Integrity Act was violated. Government employees
working in procurement and acquisition process have many complex guidelines and policies to
uphold. The integrity of the Government and equal treatment of all contractors and bidders is of
