After winning the 74th annual Hunger Games, Katniss and Peeta is not living in Victors Village peacefully until an unexpected visitor arrives. President Snow appears and talks to Katniss about how she attempted to commit suicide with Peeta with the poisonous berries. President Snow threatens Katniss telling her to find a way to stop all the rebellions in the Districts or her family and friends will pay. Katniss said that she will attempt to stop the rebellion in the Districts during the Victor Tour. The first destination for the Victor tour is District 11. At District 11 Katniss prepares a speech to the families of the District 11 tributes about how Rue was a important ally and how Thresh spared and saved her life. An old man the whistled the tone that Katniss used to communicate to Rhe signaling they were safe. Sadly the peacekeepers, Officers who are supposed to keep peace within the District shoot and kills the old man.
When Katniss arrives back home, Snow again “suggesting” something might happening if she doesn’t say that Katniss only did it because she was madly in love with Peeta. After the interview with all 12 districts, Peeta performs a fake proposal to Katniss to show that Katniss was madly in love with him, but all these attempts fail to impress Snow. Snow then announce a Quarterly Quell, a special rule allows game makers to change the game with a twist. Snow then announces that all previously Hunger game victors will be eligible for reaping from all districts. Katniss realize that she was the only female victor of district 12 so she tries to excape. Katniss explain the plan to Haymitch and Peeta hoping that they join her but they don’t for there was too many flaws.
One month later Katniss and Peeta head to Capitol to prepare for the 75th hunger games Quarterly Quell. Katniss gets a dress for the opening parade and ball. After the ball, Haymitch gives

The Capitol came up with this to punish the twelve districts and remind them about what happened to District Thirteen when they tried to rebel. Prim is picked to be a tribute in the seventy fourth annual Hunger games but, then Katniss volunteers in her place to save her life and the other tribute is Peeta. On the train to the Capitol the tributes get to know the victor Haymitch and their escort Effie while experiencing luxuries they've never known before. Katniss meets Cinna who's’ completely different from the rest of the Capitol because he keeps all his natural features and wears simple clothing. Katniss and Peeta are told to appear as if they can’t be separated and they can’t show any talents. All twenty four teens are raised up to the arena in circle in the middle is a pile of weapons and supplies, Haymitch warned Katniss not to into the middle because it would be a bloodbath. She doesn’t listen and grabs a backpack, which almost gets her killed. Afterward she runs as far as she can away from the others and tries find water. Later she goes to sleep in a tree, the first night she spots a group of rich tributes that she calls the Careers and is shocked that Peeta is one of them. Soon they have her surrounded and she's in a tree, Rue saves her, and she gets a bow.
