In our classroom discussion about the Mississippi River and how it floods every year and how there have been many proposals to stop the flooding but still will not be passed. This is due to the fact of changes with money, the view, and the fact that we are used to the flood coming every spring. One of our main causes of flooding is
the expansion of Davenport. While we continuously build more commercial building along the river, when it floods it does not have anything be soak it up, so it just sits on top of the cement. The easiest way to stop flooding is with a levee or a floodwall, which depending on your specific case can make these expensive or not, but in the beginning it will be a lot of money spent regardless. Overtime this will eventually balance out because we do not have to constantly place sandbags, false walls, and clean out the baseball stadium every year. Another change that would be present in stopping the river from flooding downtown every year is there would be a changed view. When many tourists come to Davenport, the Mississippi River is the most important attraction they want to see. So if we were to build a levee or a floodwall, this would change the view people are receiving of the river. The final reason is that we are so used to just letting the river flood every year because it doesn’t affect most of us. It doesn’t affect the casino anymore, won’t affect those who don’t live or work downtown; their whole motto with that aspect is “Why should we care? It doesn’t affect us.”
As you see if you make changes you will have to make ALL changes. So if you want to change flooding of Downtown Davenport, you will also have to change the view of the river and how money is spent for the levee or floodwall. But this is also an example of how change will be for the better, because now we will not have to clean up our Downtown every spring.
