Conceived by Rizal, Blumentritt and Rost as organizers.
Coincide with the Universal Exposition of 1899 in Paris.
The plan did not materialize since the French government limited the number of conferences to be held in Paris during the exposition of 1889, “the organization remained an association of the best of friends-Rizal and Blumentritt” (Guerrero)
