Juvenile curfew laws are one of the most recent weapons in the war against delinquency. Despite the popularity of curfew law, little is known about its effectiveness. This study will evaluates the effectiveness of curfew ordinance by comparing the arrest behavior of various age groups within the municipalities in Bondoc Peninsula (3rd Congressional District of Quezon Province) before and after curfew enactment. The evidence suggests that curfew is effective in reducing both violent and property crimes committed by Children in Conflict with the Law below statutory age.
To be able to determine the factors influencing the effectiveness of Curfew Ordinance in mitigating CICL related cases, the researcher will use different methods in gathering data and information. The researcher will coordinate with the Women and Children Protection Desk and investigator who handled cases regarding minors and gathered data pertaining to the age of commission of the CICL, their sex, educational attainment, number of member in the family and the type of family they belongs. Likewise, an evaluation on the time, place, day and the type of offense that the CICL has committed will be undertaken and compare a year before and after the curfew ordinance in their respective municipality was enacted. With this, the researcher will be able to come up with a factor influencing the effectiveness of curfew ordinance thereby generating policy recommendation and action plan based from the findings of the study.
