I didn’t know why back then but now I know it is a tactic used by the police known as “team policing”. Team policing focuses on placing patrol officers to a specific area over time hoping to reduce crime. This often works because criminals won’t act due to the heavy presences of an officer and fear of being caught. Team policing allows officers to better know the community they patrol and get to know what problems need more help. Team policing also makes the community feel more safe and earn the trust of the community they work for. He wanted police officers to act as counselors and members of the community as opposed to being foot soldiers who just enforce and apprehend criminals.
