Many earthquakes strike different countries and very often, and they face efforts to rebuild the nation. Some countries do it better than others and some are more effective. But, this does not only apply to earthquakes but also to other natural disasters such as floods and droughts. In such situations, humanitarian and development aid rush in from different corners of the world and from the countries government. The aid that is received goes into the relief efforts of the country to bring it back to stability. An earthquake struck Chile in 2010 and Haiti 2010 as well. These earthquakes caused mass destruction in countries and disturbed peace.

The main problem that both countries faced sourced from the government.
The Chilean government reacted slowly whereas the Haitian government were straight out corrupt. The Haitian government, since it is a poor government, inflated the death toll so as to receive more aid and the surplus aid received would be used for the government’s use or to sell the aid for money. A University of Michigan study revealed that the death toll was approximately 159,000 deaths while a US Geological study revealed that there were approximately 100,000 deaths. The Haitian government inflated the death toll to more than 2 times more. According to the government of Haiti, the death toll ranged between 100,000 to 316,000 deaths. Political acrimony slowed down the progress and also, reconstruction and organisation efforts were very slow largely due to an ever-changing government (representatives of the government frequently changed). The security at Haiti was not doing any better. Riots occurred frequently and across the towns while houses and shops were being looted every now and then. The Haitian government’s only form of help was a failure when they attempted to provide medical
aid.
Comparing the government of Haiti to the government of Chile, there are similarities and differences. While the Chilean government was not corrupt, they were very slow when it came to relief efforts. They delayed donations from other countries and only allowed aid to flow in 2 days after the strike. Confusing relief efforts cost lives. But, the government went to its best efforts to provide aid. It also allowed local volunteers to help with the distribution of aid which sped up the process a bit and also, construction efforts were faster but still slow. Aid was distributed well and this saved more lives.
Comparatively, the Chilean government did a better job than Haiti in providing relief despite delayed efforts. This was largely due to Haiti’s corrupt government. In terms of effectiveness, Haiti’s government were unable to supply aid due to poverty whereas, Chile were able to supply aid but not in great amounts.
NGO’s and multilateral organisations (MO’s) play a huge role in donation of humanitarian and development aid. Over 26% (Oxfam) of aid comes from NGO’s. Like governmental similarities, there were similarities between NGO donations in both the earthquakes. Red Cross and the UN, two of the major NGO’s/MO have donated a large amount. The UN donated $2.38 billion short of their pledged amount of $4.5 billion to Haiti. But, they lived up to their pledge when donating to Chile as they contributed over $10 million. Whereas, the Red Cross donated $6.3 million immediately and then up to $1.3 million in aid supplies to Haiti and a few million dollars plus aid supply to Chile. Several other agencies around the world also donated including individuals like Robert Downey Jr. and David Beckham. An NGO named Family Care Foundation donated $7 million as well. They were just one of the several other agencies/ organisations that donated to both the countries. Apart from money, medical help, hygiene kits, water, food, sanitation, etc. were also sent to Chile and Haiti. The Red Card program organised by the Red Cross for Chile worked in a very simple and easy to follow method; the victims would get a card that worked like a voucher and allowed them to buy any house development or rebuilding equipment in under $350(Red Cross). Since this was easy to follow, victims were easily able to manage the aid themselves which further smoothened aid in Chile. Whereas, in Haiti’s case, aid was not supplied by the government since they were poor and surplus aid was requested to other NGO’s or MO 's by the government and aid was misused and was badly organised.
To choose between which country did a better job of managing aid, it would go to Chile again. They managed to get local volunteers to help and increase the speed of aid flow. However, delayed aid supply sits on the other end of the see-saw for Chile as they lost lives simply due to delayed decisions. However, the government made up for that by requesting a required amount of aid and managed to supply it to different districts in proper proportions. On the other hand, Haiti requested for surplus aid which they used to their benefit. This aid could have been used for the benefit of the people and could have sped up the process of aid donation.
Countries around the world make it possible for the affected country to even stand a chance in rebuilding their nation (depending on the severity of the disaster). In the great Chilean disaster, several countries from every corner of the globe donated money. Japan pledged to donate $3 million plus aid supply and did so and China donated $1 million. China also shipped in $2 million worth of aid supply. Vietnam donated $150,000 to Chile four days after the disaster. While Canada did not donate direct money, they did provide 1,100 specialists in different fields and also NGO’s from Canada pitched in to help. UK donated $50,000 to Chile with several aid agencies from the UK helping as well. USA donated a large (unknown amount of money) amount of money along with several C-130 aid cargo planes. Over 1000 men with expertise in geological fields were sent from the US along with medical aid. The American and British Red Cross donated a total of $500,000.
Surprisingly, the Dominican Republic was the first country to provide aid to Haiti. They even reacted faster than the government. They assisted 2000+ people and even sent doctors with medical aid. They even donated food as they provided over 100,000 meals per day. The European Union released 3 million Euros in as an emergency. A total of US$ 600,000,000 was provided to Haiti in forms of rehabilitation, humanitarian and long term and short term reconstruction aid. The Organisation of the American States also pitched in to help as they provided $100,000 while the South American nations provided US$300,000,000.
According to an American poll, multilateral aid (aid from other nations) was greater than the aid given to Chile.
However, there is no way to compare how much better one country did than another when aid comes from others.
Social Media and Sports play a huge role in our lives these days. A lot of our community can’t survive without social media and sports. They play such a huge role that they were one of the largest donators in both the earthquakes. One of the most interesting forms of aid came from social media and sports. Chile held a telethon named “Chile ayuda a Chile” which means Chile helps Chile in Spanish and it was a very successful effort as they hoped to raise $29 million but in the end raised $58 million, twice as much. Hence, it was a really successful event. Also, Chile held a sporting event called “Champions for Chile” which was a joint effort with the ATP Miami Masters, which is a tennis event which was also very successful as they raised a lot of money. This event was very similar to “Hit for Haiti” which was another tennis event held by professional tennis players to raise money and again, was very successful. Many online communities also helped raise money for Haiti such as Reddit, who saved up to $178,000 along with other online communities that donated as well such as Awaz, GSN, etc. A campaign named “Texting for a Cause” was held and was extremely successful. It was an extremely simple idea that was extremely simple to follow and easy to do. All money went to the Red Cross who, in turn, distributed to victims in some form of aid. People had to simply text “HAITI” to a certain number and it would donate $10. This could be done around the world and hence was such an accomplishment. In the end, they raised up to $32 million.
Overall, social media and sports played a huge role and donated probably one of the most from the simplest methods. In comparison, Haiti had done a much better job of raising money via social media and sports. They raised more money more efficiently and smoothly. Whereas, Chile’s sporting event and their telethon was all they held that were successful. Granted, they were more successful than any of Haiti’s efforts but combined, Haiti’s efforts were much better than Chile’s.
To this day, Haiti rebuilding efforts continue and so does Chilean rebuilding efforts which indicates that both the countries are not progressing at a required or hopeful rate. However both countries, through their relief efforts, have taken a huge step towards the future as they look to rebuilding the nation and improving the country for the long term. Chile has, however, taken the larger leap as they are financially more equipped and are overall, a stronger nation. They have a good government that are backing them unlike the government of Haiti who are seemingly corrupt but then again, change very often which is not good for a country. Also, the relief efforts from Chile, i.e. their request for aid from NGO’s and other countries were successful despite delayed efforts compared to Haiti. All in all, the Chilean relief efforts were better and more successful than Haiti’s relief efforts simply due to efficiency and financial backing. It will be interesting to see how countries change their relief efforts in the future with experience and new technology. Z
