He goes against the governments of the world to protect the Avengers’ freedom. Captain America feels that the only way to protect the world is for the Avengers to go where they want, without the government's approval: “We may not be perfect, but the safest hands are still our own.” This shows that he thinks the government should not control the Avengers, and that the Avengers should control themselves. By going against the government he is putting himself on the other side of the law, meaning he could be arrested. Captain America fought against his fellow Avenger. With Iron Man, Black Widow, Vision, Black Panther, War Machine, and Spider-Man on the opposing side, Captain America could lose them as possible allies in the future. He is fighting his friends and this battle could result in him becoming enemies with the people who are suppose to have his back. Captain America breaks into a bunker holding five super soldiers with he only Bucky as his back up. He walks into the bunker thinking Baron Zemo has let out the other super soldiers. Captain America has been told “They can take a whole country down in one night, you’d never see them coming.” Yet, Captain America tries to kill the soldiers regardless of the risks.
