Each of these three branches has different duties they must complete. The legislative branch includes a Congress, House of Representatives, and a Senate. The executive branch includes the President, and Executive and Cabinet departments. Each state according to population got a number of representatives (each state had at least one representative), and two senators. This is what caused the big states v. small states issue.
