Leading to the formation of DMSCA were his 2001 white papers, "The Strategic Intervention of Minority Small Manufacturing Enterprises in the Manufacturing Supply Chain and The Convergence of Strategic Sourcing with Supplier Diversity," written while consulting with the South Carolina Manufacturing Extension Partnership (SCMEP) of the U.S.
Department of Commerce's National Institute of Standards and Technology (NIST). His efforts lead to the funding of a pilot projects in South Carolina and a national project to demonstrate his methodologies and systems for increasing diverse manufacturing and logistics supplier capabilities and capacities in strategically sourced Supply Chains. Work with NIST lead to interest by the U.S. Navy and Army in using his model as a template in the U.S. Department of Commerce's Mentor-Protege Program. Further interest in the program lead to the support of Procter & Gamble in catalyzing the formation of a national non-profit organization called the National Minority Manufacturing Institute (NMMI) whose cofounders included Navistar, Cummins, McCormick and Grainger. NMMI was later reorganized as the Diverse Manufacturing Supply Chain Alliance (DMSCA) which leverages its Corporate Mentoring Program (CMP) as a platform for Supplier Supply Chain Excellence training and development and its CMP Supplier Supply Chain Performance Maturity Certification for Supplier attainment. Other corporations supporting DMSCA subsequent to its founding include
Caterpillar, Delphi, Cargill, Merck, Starbucks, Medtronic, Boeing, PepsiCo, and others. DMSCA is Sponsoring Corporate Member of the APICS/Supply Chain Council and a member of the Digital Manufacturing and Design and Innovation Institute (DMDII).
Prior to DMSCA's formation Burton was also Vice President of Planning and Development for the Harbison Development Corporation (CDC), a new town developer in Columbia, South Carolina; National Sales Manager for the former Control Data Corporation (CDC), developer of small business incubators throughout the U.S.; a National Project Director for City Venture Corporation, a national initiative that leveraged CDC small business incubator development to spearhead inner city revitalization and job creation. Burton was also President of Burton and Associates, a planning and economic development consulting company. A Member of Alpha Phi Alpha Fraternity, Burton resides in Gaithersburg, MD.
