Some members of congress believed that the Articles of confederation needed to be changed meanwhile others disagreed. After the revolutionary war the people needed a sense of power which they received when the new government was centered on the state. The new United States needed a strong central government but many feared of a central government with too much power. This called for a new constitution which caused great conflict between the Federalists and Anti-Federalist.
