It is inevitable for things to change. The trends in American change daily. There are various factors that influence change. There are many political and economic events and trends that effect the human services field. One of the events that have affected the U.S. is the recession. The recession has caused a trickle down affect. There has also issue with financial budgets. The deficits are attached to various resources that help countless communities throughout the U.S. A few of the demographic trends that have cause change are the aging and healthcare act. There are both good and bad changes that happens in life, and the human service field adapts to that change.

There were various cuts made by government officials to help Americans, but some will cause more damage. The budget cuts to unemployment for instance, means millions of Americans could be left without their sole source of income while they look for work according to U.S.A. Today. About 3.6 million Americans would have become eligible for the program in 2014, in addition to those facing an immediate end to the assistance. The millions that have to survive without unemployment will seek aid through human services agencies throughout the United States. Although homelessness have decreased slightly, there is still an extraordinary need for homes for those experiencing homelessness. According to The State of Homelessness in America (2013), “The national rate of homelessness was 20 homeless people per 10,000 people in the general population and the rate for veterans was 29 homeless veterans per 10,000 veterans in the general population” (para.

    In this presentation, we will explore a vulnerable population with the focus on the homeless veterans. According to Mckinney Act”(1987) A homeless person is one who lacks a fixed, regular and adequate nighttime residence. One who has a primary nighttime residence that is a supervised publicly or privately operated shelter, a temporary residence for individuals intended to be institutionalized, or a public or private place not ordinarily used as a regular sleeping accommodation for human beings. Vulnerable populations are often used to portray groups whose needs are not fully addressed by traditional service providers (Blue-Howells, J., McGuire, J., & Nakashima, J., 2008). These people believe they cannot comfortably or safely access and use the standard resources offered. Some of the issues facing homeless veterans include physical or mental disabilities, limited or non-English speaking, geographic or cultural isolation, medical or chemical dependent, homeless, frail/elderly and children. Homeless veterans are examples of a vulnerable population. In this presentation, we will explore the present state of homeless veterans. However, what is alarming is that, there are far too many veterans who are homeless.     Economic and political events relate to current trends in the human service field with the intentions of meeting the growing needs of people everywhere. High financing requirements provide clients with services in various areas, which are critical to their well-being. Unfortunately, this task is becoming harder by the day to contend with, and the client suffers when quality care is unavailable. According to “Human Services in a Time of Economic Crisis” (2009) “adding to the human services funding deficit, and constituting a second form of disinvestment, are a number of direct cuts made to these programs over the past several years.” The political relationship links governmental policies as well as funding together. “Governmental policies determine who are clients, ways that clients may be serviced; funding influences the resources we have to help the increasing number of those in need.” (Woodside & McClam, 2011, p. 92). Trends will involve a variety of situations that will need the assistance of human services professionals. No matter what the trend is, the time, or the individual who it applies to, the ultimate goal is to meet the needs of the clients.     Many vets who are homeless stay in unsheltered places, qualifying them as chronically homeless. HUD (U.S. Department of Housing and Urban Development) defines chronic homelessness as, “an unaccompanied homeless individual with a disabling condition-who has either been continuously homeless for a year or more, OR has had at least four (4) episodes of homelessness in the past three (3) years.
