INTRODUCERE

Geneza doctrinei politice social-democratice are la bază, pe de o parte, ideile socialiştilor utopici, iar pe de altă parte, ideile marxiste din a doua jumătate a secolului trecut. Obiectivul principal al acestei doctrine este realizarea echităţii şi dreptăţii sociale, apropierea condiţiilor de viaţă între toţi membrii societăţii. Includerea în baza sa doctrinară şi în practica social-politică a protecţiei sociale, constituie trăsătura distinctă a social-democraţiei, un principal element de departajare a acesteia elaborat faţă de celalalte paradigme doctrinare şi ideologice contemporane. Protecţia socială a devenit în cadrul social-democraţiei axul său central de sprijin şi acţiune, elementul fundamental al acestei paradigme, fapt ce a propulsat-o în universul doctrinar contemporan. Social-democraţia reprezintă doctrina politică privind organizarea şi conducerea democratică a societăţii, având la bază principiile egalităţii şi dreptăţii sociale, ale promovării intereselor producătorilor de valori materiale şi spirituale, ale protecţiei sociale a categoriilor cetăţenilor defavorizaţi, prin limitarea puterii claselor sociale avute, îndeosebi a monopolurilor. În prezent, după prăbuşirea sistemului totalitar comunist din ţările est-europene, sistem care nu întotdeauna a fost evaluat suficient de critici de către social-democraţie, doctrina social-democrată a intrat într-o nouă fază, în care s-a renunţat la ideea orânduirii socialiste.     The state is seen as a set of organisations and practices that aims to prevent social chaos and make social order within a defined territory. It refers to the shared ideas and expectations regarding the ordering of social life and establishes who might legitimately claim to exercise authority over many aspects of society from churches to parents.     Social contract is the convention between men that aims to discard the state of nature. Under state of nature people live without government or written laws. People live under principles of justice that all normal people can see through reason, they include right to life, liberty and estates. Most people seek to follow these principles but the problem is lack of explicit written laws that leads to uncertainty and difficulty to resolve disputes (Nyamaka, 2011).
