Most people would argue that drug testing for welfare would be a waste of time and money. I will say personally that is completely false. Drug testing randomly for welfare program, would be a wonderful, and probably one of the only good things, to this already corrupt government program.…
Federally funded and governed us welfare began in the 1930s. Welfare isn’t bad to get. Some people get welfare and some don’t. Some people get them because they be broke and being on welfare. The use welfare stayed in the hands of federally government and the the type and amount of aid available to individual and dependent children varies from state to state. Once an appointment is completed a case worker will review all required documents, applications and information provided at the meeting and apply for welfare program one must contact the local human service department located in the phone book. Common documents asked for are proof of income, ID, and utility bills or other proof of residency. Once and appointment is completed a case worker will review all required documents application and…
There is much debate regarding this issue. Supporters of requiring drug tests for welfare applicants believe that there will be many people deterred from applying due to knowing they will not pass. They also believe that some will fail the drug tests. These supporters believe this number of people will be so large that there will be a significant decrease in welfare spending. Other supporters have said “substance abuse is a prominent barrier preventing people from making the necessary transition from governmental dependence to self-reliance.”(Targeted News Service) Opponents have said this is a direct violation of our constitutional rights as American citizens. Some have even said it is not right to assume that just because people are poor, they drug users. Other opposers of welfare drug testing have argued that it will not save money at…
Since the 1930’s the face of welfare has been shaped multiple times with many different types of reforms. These reform were made in an attempt to reduce the number of people who depend on government assistance, and to help those people get back on their feet and function in a normal society. Some reforms that were major in the beginning steps of welfare were The Welfare Reform Act of 1996, the (PRWORA) Personal Responsibility and Work Opportunity Reconciliation Act, and The (TANF) Temporary Assistance to Needy Families. “In 1996 a welfare reform act was passed” (U.S Welfare System 2). “The welfare Reform act was a catalyst needed to begin this new era of welfare benefits and provision” (U.S Welfare System 4). As a result of this reform employment rates of recipients soared and caseloads dropped dramatically, But looking at the bigger picture this paved way for such a dramatic change in the society and how the government helped the people of the United States. Following this…
In 1996, the Welfare reform Act gave all the states permission to impose mandatory drug testing a prerequisite and guideline to receive and qualify for welfare benefits. Since 1996 there have been numerous states that have argued this idea within their house. Recently Governor Rick Scott, R Florida, states “ It's not right for taxpayer money to be paying for somebody's drug addiction, On top of that, this is going to increase personal responsibility, personal accountability. We shouldn't be subsidizing people's addiction." (Scott, 2011). The state of Florida approved this bill that took effect July 1, 2011. Governor Scott also stated "It's the right thing for taxpayers," Scott said after signing the measure. "It's the right thing for citizens of this state that need public assistance. We don't want to waste tax dollars. And also, we want to give people an incentive to not use drugs." (Scott, 2011) Florida is not the first state to pass this law; Michigan passed a similar law but was found unconstitutional in 2003. The court states that the law was in violation of the US Fourth…
Right now only 3 out of the 50 states require drug testing to qualify for benefits. There are 23 other states that are seeking to adopt this same requirement (Alcindor). Of the three states that currently require testing, Florida is the only state that has practiced this for every applicant. As a result of the legislation that took effect of July 1st, people seeking welfare benefits in the state of Florida will have to submit urine, blood, or hair samples to be tested for the use of illicit substances, and pay for the testing (Kondro E721). If the applicant tests negative, then they will be reimbursed for the cost of the drug test. If they test positive, then they are prohibited from receiving benefits for six months. The only way that they can reapply during that six month period is if they can document successful completion of a substance abuse treatment program that meets state criteria. If the legislation passes, then the 23 other states will follow through this policy as well.…

The goal of welfare is to assist individuals in a time of need, lift them out of poverty and make them self sufficient. The welfare system was introduced in…
Many people are constantly discussing the issue of welfare recipients abusing the system and spending their money on drugs while receiving government assistance. This issue has brought forward a possible solution of states passing legislation that will require welfare applicants to submit to a drug test before receiving any sort of government assistance. Drug testing welfare applicants before allowing them to receive assistance is a positive idea because most employers require drug tests to be taken by applicants pre-employment. This will help make sure that the government funding is being put toward the family and the needs of the household, and also because in the future it will benefit the children growing…
My name is frank a couple of years ago I was on welfare drug testing. While I was on it I never did any kind of drugs. I was clean for the 2 years I received help. I had a friend that would always do drugs, he wouldn’t care about what his consequences would be. One day he got tested and he was in big trouble. People from the government think it is great to do drug tests, but what they are really doing is wasting billions on drug tests. Out of those billions only a few tests come out dirty. There is a huge amount of people like me that don’t do any drugs so why bother in doing a drug test, and wasting good money on something that isn’t going to make a change. My topic is welfare drug testing…
“With 4, 300,000 people, roughly 4.1% of the American population on welfare, the government annually spends about 132 billion dollars on welfare, which does not include either food stamps or unemployment insurance.” (DOHHS, 2012). Since the 1930s, many forms of welfare have been assisting the needy families and less fortunate of the society. However, within the past few years or so, there have been actions made to start drug testing recipients of welfare, potentially altering the whole concept of welfare. Although, only 3 states, as of now, have actually made it a law, “getting welfare and food stamps may become tougher as twenty three states around the country seek to adopt stricter laws that would require public aid recipients to take drug tests.” (Alcindor, 2012).…
States have been proposing drug testing since 1996 when welfare was reformed. In 2009, 20 states put in proposals to pass the drug test laws. At least 36 states put forth proposals in 2011 around drug testing of welfare (Temporary Assistance to Needy Families - TANF) and food stamp (Supplemental Nutrition Assistance Program - SNAP) recipients. The state of Florida was the first state to pass the drug screening law for welfare recipients. Florida government believed that by passing this law that this would deter people from misusing welfare benefits to buy drugs. Florida expects the recipients to pay for the drug test and the government will reimburse the recipient the cost of the drug test. Arizona and Missouri require testing for anyone they "reasonably" suspect of illegal drug use. As of April17, 2010 Utah and Georgia passed legislation for drug testing.…
Welfare in America was created before we had an official program for it in the United States. The colonies used the British Poor Laws to help those who couldn’t work. They made a distinction between those who were unemployed and couldn’t work and those who were able bodied but unemployed. In 1930’s, during the great depression, welfare began to be federally funded. It isn’t an easy process to apply to get welfare, however. First you have to make an appointment with a caseworker, and get a bunch of documents, such as, utility bills and proof of residency ready for your appointment. After the meeting with a case worker, the worker will review the documents and application to see if you even apply for welfare. There are different types of welfare,…
Temporary Assistance for Needy Families (TANF) is a federally funded block grant which provides needy families assistance in finding and obtaining work opportunities. The funds are given to states to distribute. States are allowed some flexibility in how they chose to distribute these funds.…
Welfare is a government program that provides money, medical care, food, housing and other things that people need in order to survive. People who receive help from these programs are children, elders, disabled, and other who cannot support their families on their current income. Another name that is often used for welfare is public assistance. The funding from the government helps many people who live below the poverty line, an income level that is established for families. If your income falls below this set line then you will be eligible for assistance from the government.…
