Effie Belle’s meddlesome personality leads her to become the eyes and ears of Cold Sassy. Miss Effie Belle always tells Mary Willis and her family how Rucker walks around the garden and turns on his light at three in the morning. She deprives herself from sleep to look outside her window at night and see her neighbor’s activities; then, she proudly spreads her discoveries across town. Effie Belle Tatte loves looking out her window and keeping surveillance on Rucker and anyone else who wonders at her eyesight. Later, when a strange, handsome, rich man shows up at Cold Sassy and goes straight to Miss Love and Rucker Blakeslee’s house, Miss Effie Belle rushes to her neighbors’ house and catches Miss Love and Clayton McAllister kissing.
