Abstract
Wind power plant as a renewable energy is getting popular, so there is social conflict on the site selection of wind power plant. As over 70% of Korea is composed of mountainous landscape, many wind power plants are proposed to be built on mountain ridge and are expected to cause serious environmental problems. The operating wind power plant and the proposed EIA cases of wind power plant show the examples of the expected environmental problems and social conflicts. Thus it is urgent to re-evaluate the renewable energy policy whether the construction of a wind power plant on mountainous landscape is appropriate or not and develop a strategy and technology to build offshore wind power plant in Korea.
Introduction
Wind power plant as a renewable energy is getting popular, so there is social conflict on the site selection of wind power plant. Due to the mountainous landscape of Korea, most wind power plant is planned or constructed on mountains to have enough wind power. As Korea is small country with high population density, the mountain area is important in the aspect of the environmental/ecological viewpoint.
Korea government classifies mountain area into three classes based on the naturalness, Ecological Naturalness Index (ENI). ENI degree 1 is well-preserved forest area, so the development in ENI degree 1 area is strictly restricted. Most area of NGI 1 degree is located on the high mountainous region where the site suitability is good for the wind power plant development.
In this case study, the local government and the power company plan to build a wind power plant at those high mountainous areas, but the legal criteria of the site is not appropriate for the wind power plant development. It is a typical case of the strategic Environment Assessment problem. Prior to the EIA, the stakeholders should check the site suitability in the various aspects.
