The Red Cross Green County Housing Program Eligibility Requirements
To qualify for the program, a person must be the head of a household with at least one child and temporarily homeless due to:
1) Unsafe/unsanitary living conditions
2) Natural disaster (fire, flood, etc.)
3) Lack of financial resources
4) Lack of utilities
5) Eviction
6) Displaced by the city
HACLA (Housing Authority of Los Angeles)
To be eligible for the program, individuals or families must:
1) Be referred by one of the contracted non-profit community-based organizations.
2) Meet the federal definition of homeless under the McKinney-Vento Act (see below for definition) and are referred by one of the contracted agencies.
3) Not exceed the Housing Authority of the City of Los Angeles' (HACLA's) income limits for the Very Low Income bracket.
4) Provide residency/citizenship and immigration status
5) Undergo criminal background checks
6) Not be evicted from assisted housing under the Housing Act of 1937 for serious or repeated violation of the lease.
7) Not currently owe rent or other amounts to the HACLA or any other Housing Authority
8) Meet the eligibility criteria for the Section 8 Housing Choice Voucher Program (HCVP).
The two types of agencies are very different and both have different eligibility requirements. As you can see the government funded homeless program, HACLA, has more requirements and offers assistance to people who are not just homeless. The government funded agency also requires more of a background check with certain items required such as identification, criminal background checks, and previous income limits.
