Argentina
Argentina tops the list of countries with more commercial restrictions, both for imports and exports, and also for foreign currency controls.
According to the report, Argentina applied 168 measures since 2009 to restrict and control the trade.
The EU has said the country's import licensing rules were unjustified and "aimed at advancing the Argentinean Government's stated policies of re‑industrialization, import substitution and elimination of trade balance deficits."
Although it will affect the EU, Argentina primarily will affect the US therefore I think it’s more important to direct the attention of protectionism towards America.
"Argentina's protectionist measures adversely affect a broad segment of U.S. industry, which exports billions of dollars in goods each year to Argentina. These exports support jobs and businesses here at home," U.S. Trade Representative Ron Kirk said in an emailed statement.
As you can see, the US are very much angered due to the unfair trade restrictions and Argentina’s unwillingness to co-operate with regard to its isolative manner.
Russia
Russia enacted more protectionist trade measures in 2013 than any other country, leaving it as the world leader in protectionism, according to a new study.
A total of 78 trade restrictions, almost a third of all those enacted by Group of 20 countries, were imposed by Russian legislators last year, the study said.
With the new restrictions, Russia now has 331 protectionist measures in place, or a fifth of all protectionist policies registered worldwide.
Now this can affect the UK, with recent temperaments regarding dumping within the EU it means trade is ever less likely and it also means Russia becomes even more isolated and stubborn as ever.
Once more, because Russia has restricted its exports and imports it maybe a cause for concern, especially as the UK and Russia have a fairly decent trade relationship, so perhaps this may cause issues further

    USRussia’s entry into the WTO has been a long pending one and it was the only country of the G8 group not to be in the WTO. After around 18 years of negotiation, Russia finally joined WTO as the 156th member in August, 2012. The negotiations began way back soon after the breakup of the Soviet Union in June, 1993 when President Boris Yeltsin submitted the WTO membership application for Russia. During the 1990’s, Russia’s political system was very volatile and had a slow pace reforms which stagnated the WTO negotiations. To overcome this, Vladimir Putin, during his first term as president from 2000 to 2004, implemented the necessary reforms to push for Russia’s accession to WTO. Putin gathered general support by making Russia’s entry into WTO as the theme for all his general meetings. He also set 2003 as the target year for getting into WTO. But his subsequent cutting down on state’s control over energy sectors and inadequate protection of Intellectual property rights was a major setback to Russia’s candidacy. By 2009, Putin had given up hope and decided to apply as a custom union with Belarus and Kazakhstan, but even this agreement back fired due to heavy opposition from WTO. There was also strong resistance against Russia’s entry into WTO from few businessmen and commerce and industry ministry. They commonly felt that, Russia already exports commodities and has good access to the world market but opening up of the market for imports will have a impact on the business of the domestic industries.
