The San Culottes actions were partially responsible for the Terror. This was because they created the Armee Revolutionaries and marched on the Convention in 1793. They were partially responsible for dechristianisation and the massacre at Lyon. Another reason for the Terror was war which led to economic problems and uprisings in the Provinces. The actions of the CGS and the CPS including Robespierre and St Just were also responsible for the Terror as they started to purge the Jacobin party and executed people they trusted. This group of Sans Culottes played a big part in the 5th September 1793 Journee which saw the Armee Revolutionaries march on the Convention. They forced the Convention to accept more radical measures and imposed on them the proclamation ‘Terror is the order of the day’. This meant that the terror was a consequence of the actions of the Sans Culottes because they had forced the Convention to accept that terror must be used in order to get what they wanted. The purpose behind this journee was to confront the counter revolutionaries and defend the Republic. As usual with the San Culottes this journee was fuelled by hunger and the main purpose was to ensure food supplies. Because of this the Parisian army got better at supplying Paris with bread until spring 1794. A third of the men in the Armee Revolutionaries joined in the brutal siege of Marseilles, Lyon and Vendee. From January to May 1794 the troops moved through the cities shooting peasants, destroying crops and farms and killing animals. Thousands surrendered and were crammed into prisons. The war was one of the main reason responsible for the fall of the Girondins which led to Jacobin control. The Jacobins, Robespierre especially were responsible for the Terror. The defeat of Dumouriez by the Austrians at Neerwinden in March weaken the Girondins in the Convention. The French lost Belgium and the left bank of the Rhine leaving them threatened by invasion from the Austrians and the Spanish. This meant that people became paranoid of foreign foe and meant that suspicions were raised that the revolution could be being betrayed by people from other countries. They could no longer trust people internally or externally. The Comites de Surveillance was set up in each commune to watch for foreigners and suspected traitors. The people they caught could be executed within 24 hours which shows that the war created paranoia which led to Terror and the death of potentially innocent people. The war also took its toll economically. The prices were forced up and the Convention was forced to pay for the war by printing more assignats. This led to inflation and meant that the money had even less value than before. The 1792 harvest was a good one and yet farmers were reluctant to sell their grain for useless paper money so bread was once again in short supply. On the fourth of May the Maximum was set to establish the price limits for grain. Also in May and compulsory loan was imposed on the wealthy and all of émirgés property was seized.
