In the practice of diplomacy, nowadays technology plays a role as one of the most important factors in making and strengthening relations between states. In the scope of International Relations, technology is used as a tool of communication between states in negotiating and achieving their national interests, in developing peace between states, and also in solving conflicts. By the development of technology, it means that there is a rise of many global media organizations – for instance CNN and BBC – which by the existence of the media, the states are now connected with all events that are happening in the other side of the world. For example, nowadays there is a term of “Twitplomacy” which is a form of public diplomacy in using social media platform called Twitter that are being used by the officials and the citizen around the world. Twitter gives positive impact on the practice of diplomacy and on foreign policy as it fosters a beneficial exchange of ideas between policymakers and civil society and also enhances diplomats’ ability to gather information and to anticipate, analyze, manage and react to events (Kluz & Firlej, 2015). This is proven that the rapid development of technology on Twitter as a social media platform brings a change in the practice of diplomacy as the 140 characters in Twitter have changed the way the governments or officials communicate with each other.
