1.The plans for the housing development troubled Luke because now he had to be more careful when it came to being seen. When the development occurred, Luke was the 3rd child, and if he was seen he would be turned in. As it says in the story he wouldn't be able to go in the forest anymore, and for the rest of his life, he might be trapped in his home. Luke's parents couldn’t complain about the development because the government might search their home and find Luke, take even more land than they had already taken, or even force them to move. Another reason Luke's parents couldn’t complain was that they were already breaking a very important law by having Luke. 2.Luke had to hide because he was the 3rd child.
