Romeo is not in love with Juliet because he is still in love with Rosaline. Some evidence to support this would be that when Romeo went to the capulet party he was looking for Rosaline but the spotted Juliet and claimed it to be love at first sight. “I’ll go along no such sight to be shown, but rejoice in splendour of mine own” (1.2.101-102).In this quote Romeo is saying that he is going to the ball to rejoice in the beauty of Rosaline and not to find a new girl. This means that Romeo was simply using Juliet to get over the fact that he couldn't have Rosaline. So this proves that Romeo wasn't really in love with Juliet.
