Franklin D. Roosevelt DBQ Outline
Thesis Statement: Although Roosevelt’s programs did good service to the American citizens, there were also some problems with it. Those problems included neglect when it came to minorities, refusal to obey certain legislation on the part of employers, and questions concerning the benefits the programs and spending had on the country.
A. Roosevelt’s programs were put into effect to help the average American male, whether through money or a job, but there were no acts ever passed that were meant to specifically help either women or blacks.
1. There were just as many women out of work and hungry as there were men (Document A).

While the New Deal programs were set up with the intention of helping all Americans, not all, particularly business employers, agreed with the administrations.
1. Some argued that workers were not employed on a federal level (Document F).
a. “The authority of the federal government may not be pushed to such an extreme.” b. Hours and wages cannot be regulated by the federal government. 2. Employers refused to give the conditions and collectively bargain with employees, resulting in “employee trouble” (Document G).
C. Though the programs started in the 1930s were intended to use the country’s money wisely to help the nation’s struggling citizens, they sometimes did not have the desired effect or were not worth the money spent. 1. The photo in Document C that shows Roosevelt saying “It is evolution, not revolution, gentlemen” proves his programs were meant to help advance the nation forward. 2. As explained in Document D, not all administrations aided the recovery of the industries. a. Money was going towards human relief and public works projects, but putting the nation six billion dollars deeper in debt. b. Some programs promoted labor troubles, high wages and shorter hours, which is what they were trying to get rid of, resulting in more relief activities (Document
