Overview of Organization
The organization that I will be using for my course project, will be the Internal Revenue Service. Headquartered in Washington, DC, the Internal Revenue Service (IRS) is a bureau of the Department of Treasury and is under the direction of the Commissioner of Internal Revenue. The IRS is one of the world’s most efficient tax administrators and is responsible for collecting taxes, interpreting, and enforcing the Internal Revenue code. The IRS is primarily known by our citizens for administering tax refunds every year. The specific department that I work for is called the Disclosure Scanning Department. This department has been in operation since January 2010. Our department focuses on two areas. The first area is scanning all documents related to existing and new cases sent to us by the caseworkers, into the new AFOIA (Automated Freedom of Information Act) software system, for use by the caseworkers in the field. Basically we work to eliminate the paper aspect of the operation and create digital copies of the same documents for the caseworkers to access via their computers and not have to carry paper files around. The other aspect of our operation is to mail back archived tax return and tax document information that is requested by taxpayers, under different revenue codes and laws, including the Freedom of Information Act (FOIA) and the Privacy Act (PA).
Preliminary Problem Statement
I would like to focus this project on improving conditions for the employees within our department.
My position is as a Disclosure Scanning Specialist and I have been with the unit since July 2010. I came to the unit six months after it’s inception and as you can imagine, just like every new operation, things are chaotic in a sense. There is an atmosphere of tension most of the time and that is directly reflected from the manager. It is ongoing and most, if not all, of the employees (which total about 15) don’t feel appreciated or valued. We are constantly bombarded with work and asked to do things that are out of the scope of the operation. Organization is something that is a real problem and that is mostly attributed to the fact that we, and all the equipment, paperwork, and supplies, are packed into one office area. Morale is very low. No one in our department feels that the IRS is very concerned with the things that make our jobs difficult, as they are with getting the results that they’re seeking. I would like to explore different options that can be pursued to lighten the mood, raise the morale, and change the atmosphere that we work in. I would also like to place a special focus on the manager of our unit and suggest how he can use better management techniques that can show appreciation and concern for the
employees.
