Harrison Bergeron believed this because he himself was a very extraordinary individual. In the short story it explains, "The musicians scrambled back into their chairs, and Harrison stripped them of their handicaps, too. 'Play your best,' he told them, 'and I'll make you barons and dukes and earls.'" Harrison wanted the world to be a free, happy, and flourishing place.
