This means that there is absolutely no law in that state. The partial law states are Alaska, Arizona, Nevada, Washington, Texas, Oklahoma, Kansas, Montana, Illinois, Kentucky, Ohio, Michigan, Wisconsin, and Virginia, which means that the is a helmet law in only specific county's . In these states the death rate in motorcycle crashes is a lot more than it is in the full law states. The helmet laws was definitely one of the factors that lead to not wearing helmets. The deaths were an average of 109 and now it's up to an average of 138. That is almost thirty more people. In 2011 the year before the repeal five of the 109 deaths weren't wearing helmets. Now in 2016, 56 of the 138 deaths weren't wearing helmets. Only about 73% of people wear helmets compared to the 99% of people that wore helmets in 2006. Another reads on would be opinion.
