Based on the article John Yoo, failed state is a state that has failed in the structure of social and political power is lost as a result of which no systematic control in a state that does not have the basic responsibility of a sovereign nation. State failed not only because of internal factors. Foreign governments also deliberately destabilize the situation by adding an ethnic war or supporting rebel forces, causing it to collapse. United States and its allies are leading in terms of military intervention, as can be seen now, the United States rebuild the country on a large scale. United States Armed Forces in Afghanistan and Iraq to build schools, roads and train local government officials. President Obama has increased the total number of troops in Afghanistan and Iraq to defeat the Taliban and al-Qaeda.
