Under the Articles of Confederation the federal government did not have the power to regulate commerce. As a result the government did not receive any money, the states were not taxed. The congress had power to tax the states and could only request that the states donate money for the Nation’s needs. Moreover, none of the states paid any money to congress. According to Document A, where the Rhode Island Assembly pleads to congress to not tax the imports of the states products, it shows Congress’s inabilities to tax the states. In addition to congress’s inability to tax the states, it also lacked the power to regular currency. All of the states were printing their own paper money. This often led to difficulties in trade for merchants, as there were no currency exchanges. As a result, trade between Great Britain declined, while the population continued to increase according to Document B. Furthermore, oftentimes a state printed more money when the economy was in trouble which led to inflation. The Articles could not provide Congress to tax. This led to major problems for America after the American Revolution. The government acquired a large amount of debt from the American Revolution. The only taxes that could be collected was the the amount of money each state wanted to pay. This led to America not paying off their large debt when the Articles of Confederation was in place. The other problem the Articles provided was that each state can print out there own money. The only way to pay off there debt at the time was to print out more money which caused inflation. This caused confusion on the act that each state had to figure out how much money each states currency is worth. This opened the door to trading problems between states and other countries. Under the Articles of Confederation state taxes could not be impressed, which forced them into economic failure. It also allowed Congress to collect from any state without a limit to time and the amount taken; this would allow Congress to become independent. Creators of the Articles kept the central government weak intentionally because they feared another monarchy, however, due to this powerless central government, problems arose concerning currency, different exchange rates, and a lack of an effective army or navy outside independent state militias. The Articles of Confederation was written in 1777 and became operational in 1781. It put an emphasis on state rights. Without an executive branch or judicial branch the central government was run by a Congress. This Congress was unicameral, meaning it was a single branch; there was no House of Representatives or Senate. Each state got a single vote in Congress.
