The Third estate was consisted of 97% of the population and it was known as the bourgeoisie which was the middle class. Below the Bourgeoisie three groups of people who were very poor, city workers, artists and peasants. They paid heavy taxes, owned no title and had no voice in making or changing of the laws. They were under the absolute control of the king. Due to this undivided rule and unfair distribution of power, wealth and taxation. The economic conditions of France were becoming worse very quickly. The peasants, workers and the bourgeoisie had several complaints against the church and the nobility. They demanded equality and spoke about liberty. They unified and challenged the king's power. The public was angered by the expensive habits of Louis the XVI. France was already in huge debt when Louis the XVI came to power. Under is his reign, France’s debt continued to grow. Louis XVI tried to tax the First and Second Estates. Each Estate had one vote, and in the past the Third Estate was always out numbered by the First two Estates.
