the government shifted economies. However, as our economy and era changed from the nineteenth to the twentieth century new issues occurred that would affect each society . As immigrants began to migrate to the United States and populating different areas such as the cities specifically low income families. As a result, white and African American middle class families moved out of the inner city filled with poverty and to the suburbs. Instead of non- poor families moving into the cities, now we see more poor families moving into the cities which increases the concentration of poverty. This can be seen in cities in states such as Texas and California, where poor families, populations are increasing in the central cities neighborhoods. Studies have shown a decline in central cities to relative suburbs in both population and economic status. Although, the population of central cities of the 100 largest metropolitan areas increased by 59 %. However,central cities declined in employment opportunities as well as high-tech jobs. Furthermore, central cities have much more of a higher poverty rate than suburbs. A census was taken in 1999 that showed the poverty rate in central cities was 16.4% and the suburban areas was only 8.3%. However, even though the economies in the metropolitan areas were great, the city still did not provide enough job opportunities for individuals. The population in large cities continued to grow as well as the suburban areas. Due to low income families enduring poverty, ghettos and barrios became the center of large metropolitan areas.
Minority neighborhoods often encounter economic distress, living in demolishing housing units, often unemployed, single parents, issues and relations with gangs and violence, and drug and alcohol abuse. It is important that these issues are addressed and is not passed down to generation to generation. However, in our society, individuals have a misunderstanding of the issues that individuals endure living in cities. But this is not to be said that all poor neighborhoods endure or go through all these issues. It is fair to say that individuals living in poor neighborhoods endure levels of social problems and are exposed different issue that they must learn to cope with. This is a reality for individual who live in those unfortunate circumstances. However, some choose to get involved themselves involved with detrimental situations, and some choose to try and get out. Everyone is different and it's a choice whether or not to continue to harm one’s self or to get out of the situation. The article displays the issues between the two types of individuals living in America as such individuals living in suburban areas and individuals stricken by poverty and residing in the inner city. William Julius Wilson is an American Sociologist who has taught and received education from prestigious universities. He wrote a research paper that is known and read called The Truly Disadvantaged in 1987, Wilson has a concept that discusses the term underclass to individuals living in socially secluded and low disadvantaged neighborhoods having become a “tangle of
pathology”.
