Increasing the Open High School Students’ Promotion through Constant Monitoring
I. Introduction
The world is getting smaller because of communication and technology. More and more people are in constant contact even when they are very far away from each other because of cellular phones, computer, and other forms of technological gadgets. However, with the advent of these progresses, students also are compounded with many complexities in life which includes economic concerns. Thus, many students are not able to come to school regularly even though they perform well because of financial constraints. The school therefore is confronted in addressing with this present concern.
One way of providing an answer to this problem is through the Open High School Program. In this mode of learning, students are able to still become High School graduates even when they have limited access to school.
The Open High School Program is an alternative mode of secondary education that uses distance learning. It caters to learners who are unable to attend the regular class program due to physical impairment, work, financial difficulties, distance of home to school. In La Paz National High School, Home and e-learning program puts premium on independent, self-pacing and flexible study to reach learners who are unable to start or complete secondary education due to 1.) Overage Students, 2). Congested Classroom , 3.) Poor economic status or family problems 4.) distance of Home to school 5) physical impairment. It provides learners of high school age access to formal secondary education through an alternative mode of learning.
II. Goals and Specific Objectives:
Goals:
The program has the following objectives:
1. Provide opportunity to all elementary graduates , OSY and PEPT Passers to
graduate High School;
2. Prevent potential SARDOS and encourage all unschooled to finish their high
school education;
3. Reduce if not totally eliminate drop outs; and,
4. Increase Participation rate
Specifically, the program intends to: 1. give opportunity to unschooled and overage students who are willing to study ; 2. Increase the attendance of students to reduce drop out 3. encourage and guide the students to comply the modules 4. tap benevolent benefactors in helping with the financial needs of the program.
III. Significance of the Program
Learners who wish to participate in HeLP shall take the Independent Learning Readiness Assessment (ILRT) to be administered by the school, the results of which shall be the basis for placing them in the appropriate learning mode: a. Learners, who are not yet ready for independent learning, are placed in the transition program which will provide a bridging curriculum focused on the development of the learning-to-learn skills. The program is school-based, teacher-guided, and is self-paced. There is no definite time period required for completing this program. As soon as learners who are placed under the guidance of the teacher have acquired adequate mastery of the learning-to-learn skills, then they can move to the next level.
. When the learners are assessed to be almost ready for independent learning, then they may be placed in the blended learning program when undertaking the required curriculum. This is a combination of school-based, face-to-face learning and distance learning or home schooling. This means that learners may be in school for lessons that require guided learning if the teacher feels that learners need direct supervision in accomplishing the tasks. Home schooling is allowed for lessons that the teacher feels learners can already do on their own. The option for blended learning may also be extended to learners who have been assessed to be ready for full independent learning but who may prefer this learning mode.
Learners who are ready for independent learning may do the entire curriculum on their own, or be home-schooled, with the option to seek teacher's guidance or help from experts or resource persons in the community.

However, still some students are not able to sustain their momentum and cannot comply regularly with their modules because they easily drown themselves with other concerns in life. Thus, this study is made in order to increase the Open High School students’ retention and promotion.
